KOMFO ANOKYE TEACHING HOSPITAL
AR/KATH/WK/034/001/19
REQUEST FOR PROPOSAL (RFP) FOR CONSTRUCTION OF RESIDENTIAL APARTMENTS
1. Management of the hospital intends to partner with private investors / Estate
Developers for the construction modern residential apartmentsfor staff on its land
located at Ampabame and Bantama, Kumasi.
2. The hospital is inviting interested prospective developers to submit theirproposals
for the construction of two (2) and three (3) bedroom flats with a maximum of four
(4) floors apartments for staff on a 10 Acre land at Bantama and 12 Acre land at
Ampabame, Kumasi.
3. This invitation is open to Ghanaian registered Estate Developers / investors who
have interest in partnering with the hospital to develop the proposed land.
4. The prospective developer would be required to make provision for the following
facilities:
a. Commercial activities like a Mall / Supermarket, Barbering shop, saloon,
playground, gym, etc.
b. Redesign road network
c. Waste treatment system/plant
d. Drainage System with possibility of rain water harvest
e. Parking lot with stated capacity
5. The Proposal should cover the following:
a. Type of residential Building Design
b. Minimum number of flats per block
c. Construction Method to be adopted
d. Period of completion per block
e. Specifications of materials to be used and workmanship
f. Programme of work
g. Drawings and Layout scheme
h. Financial Capacity
i. How developer intends to recoup his investment
j. Any other relevant information
6. Evaluation of Proposals
Evaluation of proposal will be done in stages
Stage I – Preliminary Evaluation
Investors arerequired to submit their proposal with the following mandatory requirements
which shall be used as criteria for preliminary selection:
a. Valid/Currently Renewed Business registration and certificate to
commence business issued by the Registrar-Generals Department,
Ghana.
b. Valid Tax Clearance Certificate (Valid within the 1st
quarter of 2019)
c. Valid SSNIT Contribution Certificate (Valid within the 1
st
quarter of
2019)
d. Proof of membership with Ghana Real Estate Developers Association
(GREDA)
Only investors who passed the first stage shall be considered at the Technical Evaluation Stage.
Stage II – Technical Evaluation
Evaluation of the Technical Proposals shall be based on samples submitted.
A. Qualification and Experience of Key Staff: 10 marks
B. Experience: ( provide profile of your organization and evidence of
similarprojects undertaken) 30 marks
C. Technical Approach 10 marks
D. Drawings and Layout Scheme 20 marks
E. Construction Method and Work Plan 15marks
F. Maintenance Management Scheme 15 marks
Total Marks: 100
The minimum technical score required to pass is 80%
7 Prospective investors must arrange withthe Estates Unit for site inspection before
submitting their proposal. Contact number 0322081125.
8. As part of the proposal, investors are required to indicate how they intend to recoup their
investment.
9. This process will be managed in accordance with the procedures set out in the Public
Procurement Act, 2003 (Act 663) and the Public Procurement Act, 2016 (Act 914), of the
Republic of Ghana.
10. Where it becomes necessary, investors will be invited to do a presentation on their proposal.
11. SUBMISSION
Proposals should be submitted at the office of the Chief Executive on or before 19
th March,
2019 at 10:00a.m. Public Tender Opening will be held immediately after the closing time for
tender submission at the address indicated below:
